According to the WhatsApp 'last seen' refers to the last time the contact used WhatsApp. WhatsApp has a system of check marks that appear by every single message you send and receive, including text, photos, videos, and audio files. Check marks on WhatsApp appear to the right of each of your messages. It means, the recipient got your message and did open it to read. There are a few reasons why the message may be. If you see two grey checkmarks, it means that your message has reached your recipient and has been transferred from the WhatsApp server to his or her mobile device. Two grey check marks are telling you that the message arrived at its destination, the recipient did not read it so far. Aside from the checks letting WhatsApp users know when a message is sent, delivered, or read, WhatsApp users can also view when a message was read, played, or delivered. Two gray check marks mean it was delivered. The call won't go through if they've blocked you. Two blue check marks mean the recipient has read your message (press and hold on the message to reveal the time it was read). And the ticks are also a telltale clue revealing if you have been blocked.
